Finance Minister Nirmala Sitharaman presented her fifth straight Union Budget when she presented financial statements and tax proposals for fiscal year 2023-24.
Here are some lesser known facts about Union Budget…
The British government presented India’s first ever Union Budget on April 7, 1860.
The first budget of independent India was presented by country’s first Finance Minister RK Shanmukham Chetty on November 26, 1947.
Even though traditionally, the finance ministers present the budget, Jawaharlal Nehru, Indira Gandhi and Rajiv Gandhi are the only Prime Ministers to have presented the Union Budget instead of Finance Ministers.
Until 1955, the Union Budget was presented in English. However, the Congress government then decided to print the Budget papers in both Hindi and English.
In 2019, Sitharaman became the second woman to table the budget after Indira Gandhi who presented the budget for the year 1970-71.
Earlier, the government tabled the rail budget separately for 92 years but since 2017, the rail budget was merged with the Union Budget.
Until 1999, the government tabled the Union Budget at 5 pm on the last working day of February as per British era practice but
former Finance Minister Yashwant Sinha changed the timing to 11 am. Years after, late Finance Minister Arun Jaitely changed the budget presentation to February 1.
There’s a customary event called the ‘halwa ceremony’ that is held every year ahead of the Union Budget. It is considered as a gesture of appreciation for all people who have worked on the Union Budget.
To ensure the secrecy of the budget document, a lock-in process is followed – in which all the officials involved
in preparing the Budget come out of Parliament’s North Block only after the Finance Minister has presented the budget.
In 2021, Sitharaman became the first to table paperless Union Budget.
Former Prime Minister Moraraji Desai holds the record of presenting 10 budgets as finance minister, which is the maximum so far.

“राज्याच्या अर्थसंकल्पातील नमो शेतकरी योजनेमुळे शेतकऱ्यांना वार्षिक सहा हजारांवरून आता बारा हजार मिळणार, हा मोठा आधार आहे. आधीच्या विमा योजनेत विमा हप्त्याच्या २ टक्के रक्कम शेतकर्‍यांकडून घेण्यात येत होती. आता शेतकर्‍यांना केवळ १ रुपयांत पीकविम्याचा निर्णय स्वागतार्ह आहे.
विदर्भ, मराठवाड्यातील १४ आपत्तीग्रस्त जिल्ह्यांतील शेतकऱ्यांना अन्नधान्याऐवजी प्रतिवर्ष, प्रतिशेतकरी १८०० रुपयांची थेट आर्थिक मदत ही महत्वाची घोषणा आहे. लेक लाडकी ही योजना महाराष्ट्रात पहिल्यांदा येत आहे. असंघटित कामगारांच्या परिवाराच्या शिक्षणाबद्दल यात तरतूद केली आहे. ज्येष्ठांना आणि महिलांना एसटीत 50 टक्के सूट दिली आहे, ही चांगली गोष्ट आहे. शक्तिसदन योजनेत पीडित महिलांना आश्रय, विधी सेवा, आरोग्यसेवा, समुपदेशन या चांगल्या बाबी आहेत. संजय गांधी निराधार योजनेत वाढ केली आहे. शेतकऱ्यांसाठी, महिलांसाठी चांगल्या घोषणा केल्यात, त्याबद्दल राज्य सरकारचे अभिनंदन. भाजपची आणि शिंदेंची राजकीय तब्येत ढासळत असतांना या बजेटने त्यावर औषधोपचार केला. त्यामुळे बजेटसाठी सरकारचे अभिनंदन करणे भाग आहे. शिंदे सरकारचे पहिले बजेट समाधानकारक आहे”, अशी प्रतिक्रिया माजी आमदार आणि काँग्रेस नेते डॉ. आशिषराव र. देशमुख यांनी व्यक्त केली आहे.
नागालॅंडमध्ये राष्ट्रवादी कॉंग्रेसने खंबीर भूमिका घ्यायला पाहिजे होती. कारण त्यांच्या या भूमिकेने राजकीय परिस्थितीवर परिणाम होणार आहे. राष्ट्रवादीच्या संदर्भात राज्यात संशयकल्लोळ निर्माण झाला आहे. नागालॅंडमध्ये निवडून आलेले त्यांचे सर्व आमदार सत्तेसोबत गेले. लोकशाहीत प्रभावी विरोधक आवश्यक आहे. तेथे त्यांना विरोधी पक्षाची स्पेस घेता आली असती. पण त्यांनी तसे न करता भाजपसोबत सत्तेत सहभागी होण्याचा निर्णय घेतला. याचा फटका त्यांना महाराष्ट्रात नक्की बसेल, असे डॉ. आशिषराव र. देशमुख म्हणाले.

Deputy CM Devendra Fadnavis proposes Rs 547,450 Crore budget with huge fiscal, revenue deficits, though the state government has succeeded in keeping the fiscal deficit below 3 per cent of the SGDP, and the fiscal deficit for 2023-2024 is estimated at a whopping Rs 95,500.8 crore – up from Rs 89,598 crore over 2022-2023.
The budget had the vision, structure and discipline to cover each and all segments of society and sectors like Agriculture, Infrastructure, Women, tribals and backward classes Welfare, health care, Cooperation, Transport, Roads\Highways Youth, Wildlife, Education, Trade and Industry.
Vidarbha and Nagpur has got its share of each category of ‘Panchamrut’ from the budget such as Wainganga-Nalganga-Painganga river linking, allocation of Rs.1500Cr for Gosikhurd, Maharashtra Shaktipeeth Highway (Nagpur-Goa), Allocation of Rs. 100 Cr for MIHAN, 1000 Acre Logistics Hub to name a few.
The budget reflects the vision of DCM of Maharashtra being 1 trillion $ economy and its road map to achieve it. The Amnesty Scheme , 2023 for Goods and Service Tax announced as ‘Maharashtra Settlement of Arrears of Tax, Interest, Penalty or Late Fee Act 2023 as was demanded by Chamber of Associations of Maharashtra Industry and Trade (CAMIT) and it is a welcome step.
The Budget if is to be rated on a scale of 10 then we can safely give 8/10. It can well be termed as Maha Budget 2023.
